Robert A. Rowlett’s practice focuses on litigation, specifically defending class, collective, and other complex actions. He routinely litigates cases that are national in scope, involving the Fair Labor Standards Act, the Federal Leasing Regulations, and state wage and hour statutes. His cases are large—ranging from hundreds to tens of thousands of class members—and typically involve multimillion-dollar claims. Rowlett is adept at all aspects of litigation, including motions practice, discovery, ESI, state and federal procedure, settlement, mediation, dispositive motions, and oral advocacy. Rowlett also has significant evidentiary hearing and trial experience, having conducted two complex federal trials—a four-week complex constitutional trial in 2021 and a two-week class action trial in 2024. In addition, Rowlett is a recognized leader within the firm on matters related to e-discovery and complex document intake, management, and production. Rowlett primarily represents motor carriers and is familiar with many different forms of logistics operations, including over-the-road, final mile, FTL, LTL, freight forwarding, truckaway, and others.
In addition to his litigation practice, Rowlett also devotes significant time to advising clients on transportation-related tax matters. He has advised motor carriers on matters involving sales and use tax, excise tax, International Registration Plan (IRP) fees, International Fuel Tax Agreement (IFTA) taxes, and other taxes (e.g., business and occupation tax).
Prior to joining Scopelitis, Rowlett served as a Deputy Attorney General for the Administrative and Regulatory Enforcement Litigation section of the Office of the Indiana Attorney General (OAG). In that role, he represented the State of Indiana and its agencies, public officials, and employees before state and federal courts, serving as lead counsel on over 200 cases. In particular, Rowlett litigated environmental, public benefits, licensure, and appellate cases, among many others. Prior to leaving the OAG, Rowlett served as the senior member of the tax practice group, overseeing almost all litigation involving the Indiana Department of State Revenue in the Indiana Tax Court. Rowlett also served as trial counsel for Indiana Solicitor General Thomas M. Fisher, which involved managing all discovery and drafting complex dispositive motions for high-profile and complex constitutional cases. Rowlett also graduated from the OAG’s prestigious I-DAG Program as part of its inaugural cohort and was named a Blackstone Legal Fellow while in law school.
Rowlett also provides representation for some pro bono matters, including Indiana protective order cases and general business advising. Rowlett enjoys attending Federalist Society meetings, playing pickleball and golf, and discussing faith, science, and politics.
